Passenger Facility Charge Regulation

RE:  Proposed PFC “IMPOSE AND USE” APPLICATION #6

The Augusta Regional Airport (AGS) submits this notice, in accordance with 14 CFR 258 of the Passenger Facility Charge Regulation (PFC Regulation), of a consultation meeting with the air carriers serving AGS.

As required by the PFC Regulation, AGS will present the projects that are proposed for “Impose and Use” PFC funding in Application #6 and described in this notice.  AGS intends to continue PFC Collection at the maximum allowable $4.50 per enplaned passenger level for all of the proposed projects.    The total amount to be collected in Application #6 is $2,750,000.  The proposed Effective Date is December 1, 2030 and the estimated expiration date for this Application is December 1, 2032.

AGS requests that the Nonscheduled/On-Demand Air Carriers (ATCO, all air taxi/commercial operators filling FAA Form 1800-31) and Foreign Air Carriers (FFC, all air taxi/commercial operators filling T-100(f)), be exempt from PFC Collection under this Application #6.

The estimated number of annual enplanements for these carriers totals 18 and represents less than 1% of the total annual AGS Enplanements. AGS seeks exemption from PFC collections for this class of air carriers to avoid an undue expense and administrative burden on the small carriers for so few passengers.

The PFC Regulation requires airline and public notification of potential PFC funded projects.

Public comments on this Notice must be submitted in writing to Risa Bingham, Finance Director at RBgintham@augustaga.gov or by mail at Augusta Regional Airport, 1501 Aviation Way, Augusta, GA 30906. Comments are due September 28, 2023.
